Dog hit by Taser dies

Altoona city police killed what an officer said was an aggressive pit bull Saturday evening after a neighbor of the dog's owner called the police.
Cpl. Bill Boyles, who did not respond to the scene but was briefed on the incident, said two pit bulls were running loose in the area of Howard Avenue and First Street about 6:30 p.m.
After attempts to find the dogs' owner failed, Boyles said Sgt. William Gibbons struck one of the dogs with a Taser. Boyles said he assumed that is what killed the animal.
The dog's owner, Elbert Feagin, of 100 Howard Avenue, called the Mirror Saturday and said his dog, Apollo, was killed unnecessarily.
Feagin was not home when Apollo was killed. He said he has contacted a humane society and a lawyer.
Feagin said his other dog, Kela, was sleeping during a phone interview Sunday,
Police told him there was video footage of the incident, and he said he wanted to see it with his lawyer present.
Boyles could not be reached again Sunday to confirm if the incident was recorded.
Feagin said he and his girlfriend tried to take Apollo to a veterinarian after the incident, but the office was closed. He said his girlfriend tried to revive the dog and had tasted pepper spray on the animal.
Feagin believes police killed the dog because it was a pit bull. He doesn't believe his dog did anything wrong.
"I know that's why they did it," he said. "He's a loveable dog."
He said the dog used to jump out a window in the home to relieve himself outside when no one was there to take him out. Apollo was trained to protect their home, Feagin said.
"He did what he was supposed to do," he said.
Boyles could not say whether Feagin would face any charges. The matter is still under investigation, he said.

  1. If you own a known vicious breed then you should be liable for any and all attacks. I believe anyone owning a pit bull that bites a person should be charged with assault with a deadly weapon. Good luck on finding someone to feed your dog for twenty years. If a pit bull owner has a dog attack me or my family I will sue you for every dime you and your family has. Good luck living in that cardboard box in some alley.

    I actually agree with you.
    Only I wouldn't limit the law to owning Pit Bulls.
    Owners should be charged if ANY dog bites or attacks another animal or person, unless in legitimate cases of self-defense or protection.

    By the way, the chances of any single member of your family being attacked by a Pit Bull is less than 0.000121666667%.
    Compare that to the chances of a single member of your family being attacked by a fellow human being: greater than 12.8406%.
