Two arrested on drug charges

The Covington Police Street Crimes Unit arrested a man and a woman Wednesday on drugs charges as a result of an investigation that begun last month.

Through execution of a state narcotics search warrant, officers at the scene found four baggies containing a total of 18 grams of crack cocaine, seven Ecstasy tablets and a total of $304 cash. The total street value of the drugs is about $525, said Covington Police Chief Richard Palmisano.

Also found at the residence was a pit bull chained to a tree in the back yard. Palmisano said the chain was so heavy, the dog could hardly stand up under the weight of the chain. The dog had no food or water and was turned over to the St. Tammany Animal Control. Also seized at the scene was an 1999 Buick LaSabre allegedly used in the illegal narcotics business. Upon conviction, Palmisano said the car, worth about $8,000 and in good condition, would be sold. Monies recouped from its sale would then be used by the department in the fight against narcotics, including purchase of equipment, overtime for officers, training and other needs.

Arrested and charged are:

Jovan Carrie Cyprian, 30,  214 W. 27th Avenue, Covington, charged with distribution of Schedule II narcotics, simple possession of marijuana, possession/distribution of Schedule I narcotics, possession of drug paraphernalia, possession of narcotics in a drug free zone, transactions involving proceeds from drugs and simple cruelty to animals.

Travis Jamal Duncan, 20, same address, was charged with distribution of Schedule II narcotics, simple possession of marijuana, distribution of Schedule I narcotics, possession of drug paraphernalia, possession of narcotics in a drug free zone and simple cruelty to animals.
